Stephen Whitaker possesses a vast array of experience covering strategic planning, master planning, coordinated projects, development assessment, infrastructure designations, strategic advisory, project management and court appeals.
Stephen Whitaker is known for his analytical skills and experience with strategic planning projects, having been responsible for the preparation of multiple planning schemes across Queensland, planning scheme amendments, planning scheme reviews, LGIP amendments and other strategic projects. Stephen is known for his ability to create bespoke and fit-for-purpose policies which simplify complex concepts for ease of implementation.
Stephen Whitaker has extensive experience with development projects across residential, commercial, retail, industrial, recreation/open space, tourism, mixed, community/education, rural, utility, special and other uses at all scales from domestic additions to large scale subdivisions covering a diverse range of locations throughout Queensland.
Stephen Whitaker has extensive experience in the development of master plans, most notably for remote communities. Over a number of years, Stephen assisted the Department of Aboriginal and Torres Strait Islander Partnerships develop a holistic framework for their Indigenous master planning program, which was subsequently implemented in over 20 communities across Queensland.
Stephen Whitaker has experience with complex and significant major development projects covering both tourism/resort and resource sectors, including the provision of detailed technical strategy advice.
Stephen Whitaker has a broad range of experience in managing engineering, design and multi-disciplinary development projects throughout Queensland for a variety of government clients. This experience has allowed for a broadening of Stephen’s technical knowledge to a variety of planning related fields commonly involved in development projects including civil engineering, hydraulic engineering, traffic engineering, geotechnical engineering, ecology, surveying, land titling and architecture/design.
Stephen Whitaker has assisted a range of local governments across urban, regional and remote Queensland with the provision of planning services, particularly through development assessment, development advice and peer review. This experience covers roles both internal and external to government.
Stephen Whitaker has assisted court experts and legal advisors with a range of Planning and Environment Court and Land Court matters in various locations across Queensland.
Stephen’s experience has been gained throughout urban, regional and remote Queensland, which has allowed him to acquire a full appreciation of the unique planning and design challenges faced by communities across the State.
Stephen has experience throughout Queensland along with broader experience with projects in New South Wales, Tasmania, the Northern Territory and Papua New Guinea.
